Government Innovation to Convenience People’s Daily Lives

- The master plan is expected to ease citizens’ burden of paying high-interest from May by allowing online services to compare loan interests as well as refinancing.
- People entering Korea from July will be able to report not only their personal belongings but also pay taxes via mobile devices.
The master plan consists of three strategies and nine key tasks, containing 102 detailed tasks. Forty-five central government agencies have laid out their action plans based on these strategies.
※ The first strategy of the master plan is to build a “Service-oriented Government for Everyone.”
Under the first strategy, the government will fully apply universal design to public services so that anyone, regardless of their disability or age, can easily access public services. Similar services will be provided in a single, one-stop platform, and the user experience will be improved to enhance speed and convenience. Infants, toddlers, and elementary students care services will be available on GOV.KOREA by linking and integrating each platform. We aim to alleviate the administrative burden on companies by providing them with customized information and guidance, simplifying documentation and shortening product review periods, and supporting the domestic and overseas market development for companies with advanced technologies.
The master plan also includes improved safety measures, which has recently received a lot of social attention. Safety measures included for development this year includes high-tech intersections that automatically extend signals by detecting pedestrians as well as the “Emergency Vehicle Priority Signal System” which supports rapid on-site dispatch and rescue activities, both of which will be applied nationwide.
※ The second strategy is to build a “Data-driven Agile Government.”
The Data-driven Agile Government will provide enhanced policies through a data-driven, scientific administration. To this end, the ministry will develop and provide a standard analysis model so that each agency can more easily and efficiently analyze and utilize data.
Government organizations and personnel will be flexibly adjusted through organizational diagnosis. Moreover, inefficient internal administrative procedures that mimic existing practices will be drastically overhauled, and simple and repetitive work will be automated to speed up work processing.
Meritocracy in public service will be strengthened with fair and transparent compensation for works and performance. In addition, self-determined ministry salary caps will be abolished to bring in outstanding civilian talents in specialized fields such as aerospace.
※ The third strategy is to build a “Communicative, Collaborative, and Proactive Government.”
The government will predict and proactively respond to wide-ranging social issues like natural hazards and unnatural disasters. To this end, the ministry will establish an integrated database to provide risk prediction services by classifying disaster and safety data currently dispersed in 198 systems by disaster types.
Issues that cannot be independently solved by the government will be addressed through collaboration with private sectors as well as collecting public opinions which will be processed and reflected in government policies. Taking the LoonShot Project as an example, the Defense Acquisition Program Administration (DAPA) will promote the LoonShot Project* in which private sectors with superior technology can design models to address future defense challenges.
* A concept mentioned in Safi Bahcall’s book “Loonshots: How to Nurture Crazy Ideas That Win Wars, Cure Diseases, and Transform Industries,” meaning seemingly impossible technologies that can change the world. It is a new type of R&D project to explore innovative ideas for problem-solving.
※ The ministry will check the progress of the master plan to support seamless implementation and offer customized consultation to each agency. This year’s outcome will be seen at the Best Practice Contest and Government Innovation Expo in November.
