‘National Local Council Academy’ Held to Address Population Decline

The Local Government Officials Development Institute (LOGODI) hosted the 2025 National Local Council Academy in Jeju-si, Jeju Special Self-Governing Province, from March 27 to 28, 2025. This two-day program brought together local council members and public officials from across the country to share the awareness of the population decline and the effective strategies to address it. The event also aimed to promote regional information-sharing and strengthen intergovernmental cooperation.

The academy began with a lecture titled "Future Economic Growth Strategies in Response to Population Decline." The lecture explored the economic impacts of global low birth rates and the shrinking working-age population, and explored practical strategies that local governments could implement, based on policy case studies from various countries.

The session also provided a detailed explanation of the Expense for Policy Development Activities*, which was introduced in 2020 by the Ministry of the Interior and Safety’s Division of Election and Local Council, which oversees the local council system. The lecture covered procedures and practices for the efficient use of this expense to support legislative and policy research by local councils.

*Expenses for Policy Development Activities
(Purpose) Enhance the policy capacity of local council through support for legislative and policy research by local council members.
(Target of Support) Research groups composed of local council member registered with local council.

Along with that, through the lecture titled “Intergenerational Communication through Popular Music,” we explored how effort toward self-transformation and communication between individuals and between individuals and society contributed to the success of K-POP.

The academy was evaluated as a meaningful platform, not only to deliver knowledge but also to explore opportunities for discussion on practical solutions to nationwide issues such as low birth rates and an aging population.
