Greetings!

This is Vybol Chea from the National School of Local Administration (hereinafter NASLA)-Ministry of Interior in Cambodia.

I am glad to share my experience with all LOGODI alumni around the world and hope this will open the network with you and NASLA.

Our team from NASLA spent around 15 days at LOGODI-Korea.
This experience was a fantastic opportunity to improve our sustainable capacity for education and managerial training, particularly for senior officials from local governments and institutions.
This training was geared towards supporting government officials from NASLA.

We gained invaluable knowledge regarding policies and guidelines about the realities of the situation between Cambodia and Korea. This smooth collaboration between NASLA and LOGODI's international programs was a stepping stone towards capacity building and joint initiatives with public officials for future development. I am currently trying to build connections with all relevant stakeholders for development assistance to create research and training programs to transform civil servants into professionals in collaboration with NASLA. Firstly, after acquiring knowledge from several courses related to public policy development, local administration, 'Successful Case of Korea’s Economic Development', and 'Korea’s Rural Development and the New Community Movement', I was able to compare and contrast local authorities and districts in Korea. This study, accompanied by a tour of project implementation in Korea, gave me insights that I could apply to the realities in Cambodia. This experience not only facilitated the transfer of local administration know-how but also strengthened the friendly cooperation between participating countries. It promoted collaboration between NASLA in Cambodia and LOGODI in Korea.

Secondly, cultivating leaders in Korea with high experience levels enriched my understanding of local policy expertise. The Korean government's approach to strengthening partnerships for development, enhancing competitiveness among external government leaders, and fostering policy development expertise and communication proficiency through training in professional local governance development management was quite illuminating.

Thirdly, in current follow-up programs, I became an alumnus of LOGODI, where my group initiated a project called 'On the Job Training (OJT)'. This project aimed to enhance work quality and increase productivity and efficiency in specific organizations. Currently, I am working on the OJT Manual and planning to apply it at the national and sub-national administration (SNA) level in Cambodia.

Fourthly, I gained insight into the digitalization of E-government in Public Service Management in Korea. Back in Cambodia, I am eager to apply the Pentagonal Strategy – Phase I for growth, employment, equity, efficiency, and sustainability, to lay the foundation for realizing the Cambodia Vision 2050. The digitalization of E-government, which I was introduced to in Korea, is a key mechanism for achieving this vision.

Lastly, as Cambodia has limited guidance on the framework, guidelines, or manual for Cambodia's Sustainable Development Goals (CSDGs) at the sub-national administration (SNA) level, I can contribute more by introducing new guides for local administration in my country.

Overall, the training in Korea has significantly contributed to my understanding, workplace experiences, and the suggestions made by other researchers. These are all crucial for research and training functions in Cambodia, especially at NASLA, to upgrade the institution and build a connection with LOGODI.

My government sector strongly needs the training provided by LOGODI to build the capacity of the civil servants in Cambodia and change its mindset to build local governance and economic situation with progress. My position in research allows me to find new ways to assist the government of Cambodia with public service management and identify effective and efficient methods for sub-national administration.
