Resolving Regulatory Difficulties Through Proactive Governance :
Establishment of a Drone Videography Sharing System

Before the Project
  • Different organizations (the military, the police, firefighters, and the private sector) separately operated their respective drones.

Major regulatory difficulties
  • There were limitations in efficient drone utilization since information each related organization separately collected using their respective drones was not shared.
  • There was a need to have a control tower that can efficiently manage video data collected by drones.

Project details:
  • Built and operated a task force encompassing related organizations to establish a drone videography sharing system (February to November 2021)
  • (Task force activities) 6 meetings, sub-meetings and frequent onsite inspection took place. The task force reviewed drone altitude restriction and limitation on drone videography in the airspace of military protection area and discussed transmission of videos captured by drones.

Improvement:
  • Ensured that video recording by drones go through digital conversion to guarantee security of the military, the police, and firefighters.
  • Streamlined the in-advance permission procedure for no-fly zones and resolved difficulties each organization might face when transmitting videos.

Effect:
  • A drone videography sharing system among private and public sectors, the military, and the police has been established for the first time in Korea
  • This can be utilized for emergencies, disasters and accidents.
  • Work efficiency has been enhanced. Previously, different organizations separately operated their respective drones, resulting in lack of information sharing. With drone videography sharing, more efficient responses by organizations are made possible.
  • When emergencies, disasters or accidents occur, a site monitoring system will be established in a situation room.
  • A cooperative working system among related organizations has been created and drone assets are integrated.

  • Budget was saved. By utilizing the existing system where possible, significant amount of budget was saved.
  • (Related organizations) Fire department, the 31st Infantry Division: Videos are transmitted using the existing system.
  • (Private organizations) A drone operation team of National Disaster Management Research Institute uses private drone assets

※ Establishment of a new system costs 500 million won → Use of the existing system costs 50 million won: 450 million won is saved.
