1. Introduction
My name is Ally Nnunduma Abdallah, I was the Head of Planning, Statistics and Monitoring Department at Nachingwea District when I attended the Training on Capacity Building Program on Local Government Administration and Leadership Management Tanzania conducted by the Local Government Officials Development Institute (LOGODI) in partnership with Korea International Cooperation Agency (KOICA) from September 6 to September 19, 2018 in Seongnam & Wanju, Republic of Korea.
During this training I learned many things including Time Management, General Rule of Human Resource Management, Economics, Economic Development and Economic Growth of Different Nations including Korea and Tanzania and the Role of Community Involvement, Culture and Language in Development
Thanks to this training, I was motivated strongly and could propel the implementation of my Action Plan developed in Korea.
As a result, I was promoted to the Head of Planning, Statistics and Monitoring Department at Mbeya City (Mbeya City Economist) on April 14, 2022.
2. Practical Experience & Achievement (Action Plan Implementation)
Let me share the success story I achieved in implementing Action Plan submitted during the training in Korea by using Community Involvement, Culture and Language Tools in bringing up Development in Nachingwea District, consideration made on SWOT/SWOC analysis and taking strength of the community.
When I came back from Korea, I submitted the training report to the Office of President, Regional Administration and Local Government (PO RALG). It was my duty to share what I learned from Korea with my core workers and the community, and so, I decided to practice to see the impact from what I learned in Korea.
After I got the feedback from the community of Nachingwea about the decision to work for themselves and contribute to their own development and seek very little contribution from the central government and donors,
Education (Primary and Secondary), Health (Ward & Dispensary) and Tourism.
To begin with, the Community decided to construct infrastructures through community contribution such as cash money and their work force to produce agricultural crop (mainly Cashnut, Sesame and Pigeon Pea). They set contribution amount Tzs.30/per each kilogram sold and contribute their work force; from early in the morning up to late hours under their village leaders.
A. Education Sector
From 2018 up to 2022 the community of Nachingwea District managed to construct 167 primary school classrooms, 67 primary school teachers’ staff offices, 11 primary school teachers’ house, set of 6 toilets in 44 primary school, 97 secondary school classrooms, 13 secondary school teachers’ staff offices, 7 secondary school teachers’ house and 9 secondary school science laboratories, set of 6 toilets in 9 secondary school.
B. Health Sector
From 2018 up to 2022 the community of Nachingwea District managed to construct 8 dispensaries, 4 health centers and improving district hospital by constructing maternity ward and grade 1 ward and construct public toilets in 12 dispensaries.
The Training was very important and useful to in my field work and it is highly needed in community development as they can bring development without depending much from central government or donors or development partners.
There is still a need of supporting them in completing ongoing construction of 55 classrooms and 45 ongoing science laboratories and 28 staff houses.
All above mentioned construction were done by the community budget by 70% to 90% and remaining part where done by the Council budget fund and from the central government budget to support completion of community initiative.
C. Tourism Sector
Using this Community Radio, we initiated local tourism where people can come and see good mountain called ILULU MOUNTAIN where there is historical events concerning Majimaji war, also you can see culture, traditional weapons, traditional dance, food, houses, clothes and etc.
I did this because I have seen the same thing in Korea and I find it good to practice in Tanzania and it is practicable as you can see in the photos.
3. Closing
In closing, I would like to thank LOGODI for giving me a chance to learn good technics during my training. I really appreciate, I am using the same technic in my new station (Mbeya City) to sensitize community to improve and build new schools, dispensaries, health centers so that we can improve social service delivery.
I hope there will be more training programs for Tanzanian local government officials and I am sure it will contribute to the development of my motherland.
I welcome you all to Mbeya City (Nawakaribisha wote katika Halmashauri ya Jiji la Mbeya). We call it Green City, the city with good environment, weather and a lot of varieties of fruits, vegetables and other food crops.
