Ugandan Officials Take the Capacity Building Program for Local Administration

From November 17 to 19, 2020, LOGODI carried out an online training program for more than 100 Ugandan government officials. The purpose of the program is to respond to the training needs of the Republic of Uganda by sharing Korea's experiences in local government innovation and regional development with the Ugandan government officials.

Since 2012, LOGODI has been working with the Ugandan Government and has operated a customized invitational program five times with 83 Ugandan officials. Moreover, LOGODI has been in an active engagement with the Civil Service College Uganda (CSCU)-Ministry of Public Service of the Republic of Uganda for last two years.  

Uganda has started its journey of implementing the third National Development Plan 2020/21 – 2024/25, in where human capital development and public sector transformation are critical. Moreover, Uganda has recently sanctioned new cities and sought all possible opportunities to ensure that these cities are provided the necessary support to drive service delivery at the Local Government Level. Therefore, the LOGODI training program was opportune in terms of supporting capacity enhancement for the public sector in Uganda. 

Upon the request of the Ugandan government, LOGODI adjusted the primary purpose of the program and changed its name to "Strengthening the Capacity of Newly Created Cities in Uganda for Sustainable Service Delivery." For this training, the CSCU targeted the technical teams of the ten new cities, named Arua, Jinja, Fort Portal, Hoima, Gulu, Lira, Masaka, Mbale, Mbarara, and Soroti.  

The training program focused on the fundamentals of effective governance and local economic development. In this regard, LOGODI exclusively prepared and allocated special lectures in topics of e-Government for Good Governance, National Development & Leadership, Inter-governmental Cooperation, Regional Development, and Responses to the COVID-19.

In his opening remarks, President Lee In-jae expressed his hope that this program helps the participants to bring up ideas and insights suitable for the newly created local governments in Uganda.

In reply remarks, Mrs. Catherine B. Musingwiire, the Permanent Secretary of the Ministry of Public Services of Uganda, stated her wish that the knowledge and experiences from this year's training program lay the foundation for the strengthened capacity of local government officials as well as a developed system of local administration in Uganda.
